In Harry Potter, doesn't Voldemort get Harry Potter's blood?

By getting his blood he can touch Harry. (Remember in book 1 Quil could not touch Harry?) But the spell Harry's Mum cast before she dies protects him from Voldemort in the Dursley's home until he comes of age at 17.
