Why do "some" Latin and Black women wear huge earrings and high heels, tight clothes?

the same reason you see latin and black men in orange suits...they're flashy, they wear some stuff that white people would never wear. I have no idea where it came from, it's just a common acceptable thing. When you were raised around people like that odds are that you will think that's normal and probably dress the same. Just like any other group. Why do some white people dress like cowboys? I have no idea.
